If you are having issues installing VirtualBox, you may need to whitelist some Kext bundle/IDs. If you use VMware Fusion, instructions for creating the ISO should be the same, and the rest should be easier. Most of these instructions could probably be leveraged to run a macOS VM on a Windows host, but I’m sure that would violate the EULA and require some additional tweaks.
